بررسی عملکرد ائتلاف آمریکایی مبارزه با داعش

چکیده

 

داعش در سال ۲۰۱۴ موفق شد حول مرکز ثقل ایدئولوژی، در چارچوب موسوم به خلافت، برای اولین بار مراکز ثقل فیزیکی در عراق و سوریه تأسیس و ساختار کارگزاری منتسب به دولت اسلامی را در مناطق تحت سیطره این سیستم راه‌اندازی کند. این روند با درخواست کمک دولت عراق از شورای امنیت به شکل‌گیری دوباره یک ائتلاف بین‌المللی برای مبارزه با داعش ختم شد. بر این اساس مقاله پیش رو در تلاش است ضمن بررسی اهداف و مأموریت‌های ائتلاف به این سؤال پاسخ دهد که این نهاد در روند دستیابی به اهداف تعیین‌شده به چه سطحی از موفقیت دست یافته است. در عین حال این مقاله بر این فرضیه استوار است که ائتلاف با تأثیرپذیری از متغیرهای محلّی به اهداف تعیین‌شده در نابودی مراکز ثقل فیزیکی داعش دست یافته، اما قادر به جلوگیری از تکرار چرخه احیای آنها نبوده است.

این مقاله با استفاده از روش‌ تجزیه و تحلیل روند به بررسی عملکرد ائتلاف خواهد پرداخت و در این فرایند تمرکز بر کشف روندها برای پیش‌بینی آینده از روی قرائن و شواهد تاریخی و تغییرات داده‌ها پیرامون عملکرد بازیگران ذی‌نفع است. هدف از این پژوهش سنجش کارایی سیاست‌گذاری‌ها و نمایان کردن مشکلات در حال ایجاد پیرامون موضوع پژوهش است.

Review of the US-Led Coalition against ISIS

Abstract

In 2014, ISIS based on ideological center of gravity succeeded for the first time under the so-called Caliphate in setting up centers of physical gravity in Iraq and Syria and establishing an Islamic State in the areas under its control. The process ended with the request of the Iraqi government to rebuild the Security Council to re-establish an international coalition to fight ISIS. Accordingly, the present paper tries to answer the question, while reviewing the goals and missions of the coalition, that how mush this institution has achieved success to achieving the goals set. At the same time, this article is based on this hypothesis that the coalition, with the influence of local variables, achieved goals determined to destroy ISIS’s physical centers of gravity, but was not able to prevent the repetition of their recovery cycle.

This paper will examine the Coalition’s performance by using the trend analysis method and focusing on discovering trends to predict the future from historical evidence and data changes on the performance of stakeholder performance. The purpose of this study is to measure the effectiveness of policies and to illustrate the problems that are being raised around the subject of research.

في عام ۲۰۱۴‌، نجح تنظيم الدولة الإسلامية (ISIS) في إنشاء وتأسيس مراکز الثقل الستراتیجیة في العراق وسوريا لأول مرة لمملوكة للدولة الإسلامية في المناطق الخاضعة لسيطرتها. انتهت العملية بطلب من الحكومة العراقية لإعادة بناء مجلس الأمن لإعادة تشكيل تحالف دولي لمحاربة داعش. وفقًا لذلك‌، تحاول هذه الورقة الإجابة عن السؤال‌، أثناء مراجعة أهداف ومهام التحالف‌، بأن هل المؤسسة حققت مستوى النجاح في تحقيق الأهداف المحددة. في الوقت نفسه‌، تستند هذه المقالة إلى فرضية أن التحالف‌، بتأثير المتغيرات المحلية‌، حقق أهدافًا مصممة على تدمير مراکز الثقل الستراتیجیة لداعش‌، لكنه لم يكن قادراً على منع تكرار دورة الاحیاء الخاصة بهم.

الغرض من هذه الدراسة هو قياس نتایج السياسات وتوضيح المشكلات التي تثار حول موضوع البحث.
