چکیده
لیبی و یمن از جمله مهم‌ترین کشورهایی بودند که در نتیجه انقلاب‌های مردمی در سال ۲۰۱۱ با سطحی گسترده از بحران‌های سیاسی و اجتماعی مواجه شده‌اند که تا کنون نیز ادامه دارد. با این وجود، یکی از نکات قابل توجه این است که بحران در کشور لیبی به مراتب بیشتر از کشور یمن مورد توجه بین‌المللی قرار گرفته و حتی وضعیت به‌گونه‌ای است که می‌توان گفت جامعه جهانی چشمان خود را به روی وقوع فجایع انسانی در یمن بسته است. اکنون این سؤال مطرح می‌شود که «چرا در سال‌های بعد از ۲۰۱۱ بحران و تحولات کشور لیبی، بیش از بحران یمن مورد توجه قرار گرفته است؟» در یافته‌های پژوهش حاضر چهار مؤلفه کلیدی از اهمیتی فوق‌العاده برخوردار هستند. نخست اینکه، رسانه‌های غربی و عربی استاندارد متفاوتی را در نگاه به مسأله حقوق بشر نسبت به بحران یمن در پیش گرفته‌اند. دوم اینکه، از منظر جامعه جهانی کشور لیبی از اهمیت ژئوپلیتیک بیشتری نسبت به یمن برخوردار است. سوم اینکه، سطح بازیگران دخیل در بحران لیبی نسبت به بحران یمن به مراتب گسترده‌تر است. و در نهایت بحران لیبی به‌عنوان چالشی بزرگ برای ایجاد بحران مهاجرت به اروپا محسوب می‌شود که یمن فاقد این بحران‌سازی برای دنیای غرب است؛ در نتیجه کمتر مورد توجه بین‌المللی قرار می‌گیرد.

Abstract
Because of the popular revolutions of 2011, which continues until today, Libya and Yemen are among important countries facing a wide range of political and social crises. However, the remarkable point is that the crisis in Libya has received more international attention than Yemen, and even the international community has avoided seeing the occurrence of humanitarian catastrophes in Yemen. The question is, “Why the crisis and developments in Libya have received more attention in the years since 2011 than the crisis in Yemen?” The findings of this study in answering this question have four key components. First, the Western and Arab media have adopted different standards in dealing with the issue of human rights concerning the Yemeni crisis. Second, from the perspective of the international community, Libya is geopolitically more important than Yemen. Third, the level of actors involved in the Libyan crisis is much broader than in Yemen. Finally, the Libyan crisis is seen as a major challenge to the migration crisis to Europe, which Yemen does not seem to be, so it receives less international attention.

كانت ليبيا واليمن من أهم الدول التي واجهت مجموعة واسعة من الأزمات السياسية والاجتماعية نتيجة الثورات الشعبية في سنة ۲۰۱۱ التي استمرت حتى يومنا هذا، ومع ذلك فإن إحدى النقاط اللافتة للنظر هي أن الأزمة في ليبيا حظيت باهتمام دولي أكبر بكثير مما كانت عليه في اليمن، ويمكن القول إن المجتمع الدولي قد غض الطرف عن وقوع الكوارث الإنسانية في اليمن، والسؤال المطروح الآن “لماذا حظيت الأزمة والتطورات في ليبيا باهتمام أكبر في السنوات منذ ۲۰۱۱ أكثر من الأزمة في اليمن؟”، ونتيجة لنتائج الدراسة الحالية للإجابة على هذا السؤال هناك أربعة مكونات رئيسية ذات أهمية خاصة، أولاً وضع الإعلام الغربي والعربي معايير مختلفة لقضية حقوق الإنسان فيما يتعلق بالأزمة اليمنية. ثانيًا، من منظور المجتمع الدولي تعتبر ليبيا أكثر أهمية من الناحية الجيوسياسية من اليمن. ثالثًا، مستوى الفاعلين المتورطين في الأزمة الليبية أوسع بكثير منه في اليمن. رابعا، يُنظر إلى الأزمة الليبية على أنها تحدٍ كبير لأزمة الهجرة إلى أوروبا، التي يفتقر إليها اليمن بهذه الطريقة بالنسبة للغرب ونتيجة لذلك تحظى باهتمام دولي أقل.
