ساختارشناسی جنگ در سوریه، الگوهای رفتاری مداخله‌گران

چکیده
جنگ داخلی سوریه به انواعی از روابط نیابتی شکل داد که دربرگیرنده مجموعه‌ای از اهداف و مأموریت‌های همپوشان و در عین حال، متعارض مخالفان و هم‌پیمانان بود. بنابراین، روابط نیابتی در جنگ داخلی سوریه به یک مسئله پر چالش با ابعاد مختلف تبدیل شد که شناخت الگوهای برآمده از آن، مهم به نظر می‌رسد. براین اساس، مقاله پیش‌رو تلاش دارد به این سؤالات پاسخ دهد که روند شکل‌گیری و توسعه روابط نیابتی در جنگ داخلی سوریه، از چه الگوهایی پیروی کرده و چه تأثیری در تحقق یا عدم تحقق اهداف طرفین مناقشه داشته است.
این مقاله بر این فرضیه استوار است که الگوی روابط نیابتی نظام سوریه و حامیان آن، به‌دلیل برخورداری از شاخص حمایت ثانویه (اعزام نیروی نظامی مستقیم و پشتیبانی هوایی)، متفاوت از الگوی روابط نیابتی شورشیان سوریه و حامیان آنها بوده و شرایط عدم تحقق اهداف آنان را فراهم کرده است.
در مقاله پیش رو تلاش شده است تا با استفاده از روش تجزیه و تحلیل روند تاریخی، الگوهای حاکم بر روابط نیابتی در جنگ داخلی سوریه یا الگوهای برآمده از آن استخراج شوند. هدف از این پژوهش، سنجش کارایی سیاست‌گذاری‌ها و نمایان ساختن مشکلاتِ در حال ایجاد، پیرامون موضوع پژوهش است.

Abstract
The Syrian civil war formed a variety of proxy relations that included a set of overlapping goals and missions, as well as conflicting opposition and allies. Thus, proxy relations in the Syrian civil war became a challenging issue by various dimensions, and it is important to recognize the patterns that emerge from it. Accordingly, the present article seeks to answer the questions of what patterns the process of formation and development of proxy relations in the Syrian civil war has followed and what effect it has had on the realization or non-realization of the goals of the conflicting parties.
This article is based on the hypothesis that the pattern of proxy relations between the Syrian regime and its supporters, due to the secondary support index (direct military deployment and air support) is different from the pattern of proxy relations between the Syrian rebels and has provided their supporters and the conditions for not achieving their goals..
In this article, an attempt has been made to extract the patterns governing proxy relations in the Syrian civil war, or the patterns derived from it, by using the method of historical trend analysis. The purpose of this study is to measure the effectiveness of policies and highlight the emerging problems around the research topic.

شكلت الحرب الأهلية السورية مجموعة متنوعة من العلاقات بالوكالة تضمنت مجموعة من الأهداف والمهام المتداخلة، فضلاً عن الاهداف المعارضة والحلفاء المتضاربين. وهكذا، أصبحت العلاقات بالوكالة في الحرب الأهلية السورية قضية صعبة ذات أبعاد مختلفة، ومن المهم التعرف على الأنماط التي تنشأ عنها. وبناءً على ذلك، يسعى المقال الحالي إلى الإجابة عن الأسئلة حول ماهية الأنماط التي اتبعتها عملية تكوين وتطوير العلاقات بالوكالة في الحرب الأهلية السورية وما كان لها من تأثير على تحقيق أو عدم تحقيق أهداف الأطراف المتصارعة.
يستند هذا المقال إلى فرضية أن نمط العلاقات بالوكالة بين النظام السوري وأنصاره، بسبب مؤشر الدعم الثانوي (الانتشار العسكري المباشر والدعم الجوي) يختلف عن نمط العلاقات بالوكالة بين المتمردين السوريين وأنصارهم وفرت الشروط لأهدافهم كي لا تتحقق.
في هذا المقال، جرت محاولة لاستخراج الأنماط التي تحكم العلاقات بالوكالة في الحرب الأهلية السورية، أو الأنماط المشتقة منها، باستخدام طريقة تحليل الاتجاه التاريخي. الغرض من هذه الدراسة هو قياس فعالية السياسات وتسليط الضوء على المشاكل الناشئة حول موضوع البحث.
